Thanks for reposting the link below on BTC (Bakong Technical College).
Just want to keep KFK update and inform on latest info on BTC progress. Let just say that everything was in place, including people and construction $$$, but APSARA did not issue BTC a construction permit in a timely manner. So far the 45 days waiting period for issueing the requested permit have long past and no response from APSARA to our request for permits thus far--even with SR Governor Sou Pirin and all level of local government have already signed letter of support for BTC.
BTC Siem Reap, an NGO recognized by the Min of Interior, refused to pay under the table and we made our position clear, upfront. The Toronto Rotary Club members, who were there to help build the college as scheduled and planned, were not happy with APSARA. We still await APSARA to do the right thing by legally issue BTC a construction permit as we have fully complied with all APSARA's rules and regulations.
